摘要
自改革开放以来农村社会保障体系逐渐建立起来，帮助部分农民摆脱了贫穷。但是，目前我国农民返贫现象严重，集中表现为农村社会保险和商业保险体制机制不健全，农民生活没有保障。而且，我国在对农民保险保障体系的研究重视不足，使得农村居民保险体系实践不多。所以，研究我省农村居民保险保障体系，对于丰富我国的农村居民保险保障体系理论，推动相关政策落实，具有重要的理论价值。本文利用文献研究法，充分分析我国农村居民的保险保障制度体系，对这些制度的含义和作用进行概述。其次，深入分析我国现行农村居民保险存在的问题，从社会保障制度和商业保险制度两方面来谈。再次，解析我国当前农村居民保险制度存在问题的原因。最后，进行基于现代化背景下的农村保险保障制度优化设计。

Abstract
